"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!

Hey Jake There's no big secret to the whole Tom Goes to the Mayor thing - all I did was use photoshop to duplicate the photo layer, cut the second layer so all that's left is the person/people, then use the photocopy filter on that layer. Hope that makes sense, if not, let me know Hope you have a good holiday!
